To Stoke Solar Power for Low-Income Communities, New York Frees Up More Capital

People who live in areas where it's hard to own a home and hard to breathe clean air often also find it hard to tap solar power. The New York State Economic Research and Development Authority just signaled an intent to right this imbalance. The agency's new solicitation for bids makes capital more available for predevelopment work and feasibility studies- and plies nonprofit developers with capital for good-faith undertakings that may end up to one side. Our reporter talks to advocates, officials and residents about what this flexibility can mean for energy justice in one of the USA's largest states.
